Accessibility statement for Bury Market website

This website is run by Bury Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

• zoom in up to 200% without the text spilling off the screen
• navigate most of the website using just a keyboard
• navigate most of the website using speech recognition software
• listen to most of the website using a screen reader, for example, the latest versions of JAWS, VoiceOver, Narrator etc., some of which are free (such as NVDA)
• view most of the website on mobile devices without you having to scroll from side to side

We've also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

• you cannot modify the line height or spacing of text
• most older PDF documents are not fully accessible to screen reader software
• some of our older video content may not have captions
• some of our pages may not be fully accessible
• some technical issues (see section below)
• some of the images on our pages contain text, which cannot be read by screen readers (for example: some banner image on the home page)

Bury Council is committed to making this website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non accessible content

The content listed below is non accessible for the following reasons.

Non compliance with the accessibility regulations

Some links used, do not describe fully, the purpose of the link, for example "Read more". Some links use the same text several times, even though they go to different places. There are adjacent links which go to the same URL. These fail WCAG 2.1 success criterion 2.4.4 (link purpose (in context) (Level A).

Some of our PDFs are not fully compliant. We plan to either fix these or replace them with accessible HTML pages or online forms.

Any new PDFs we publish will usually be compliant with the accessibility regulations but there are some exceptions to this (which may only be partially compliant):

• specifically designed to be downloaded for use as posters or flyers (the information given, will also appear on the web page).

Disproportionate burden

Some documents that are supplied to us by other organisations may not be edited to make them accessible.

Content that is not within the scope of the accessibility regulations

PDFs and other documents

Many of our older PDFs and Word documents do not meet accessibility standards - for example, they may not be structured so they're accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services.

Video content

Pre-recorded time-based media published before 23rd September 2020 (accessed via YouTube). All new video content will have accessible subtitles.

How we tested this website

We test sample pages at regular intervals using accessibility tools such as Wave - Web AIM web accessibility evaluation tool, Accessibility Insights etc.

We also test:

• online forms
• all new PDFs.
